Schwarzenegger is threatening to cut off welfare because the state is so broke. If Arizona is running illegals to cali to take jobs & then welfare is cut the unemployed people will flood other states until they are broke. If the Federal Government bails out California with tax money they took from hard working citizens then that will cause more riots than we have ever seen.
